Abstract

The object of this paper is to study the correlations existent between the strategic use of information and the articulation and implementation of defense policies, national security and sustainable development in Legal Amazonia. For such, it presents the Amazonia Protection System (SIPAM in the Portuguese acronym), verifying how these systems have contributed to the definition and implantation of those policies. For Amazonia, with its natural resources, threats and vulnerabilities, the perspectives of integration, security and national defense and sustainable development present huge challenges to be surmounted. For such, the efficient use of technology is a basic reference that should be included in public strategies and policies in those areas, which increasingly reflect the ways of life in the region's cities. In that context, SIPAM sits in a line of approach in which the guarantee of national sovereignty in Amazonia, besides the strategic-military enterprise, also includes the attention to local people's development, within an educational and integrating proposition. As a way of conclusion, we have found that SIPAM creates a paradigmatic model for local public management, in which organizations work with a shared set of information, as well as in an integrated way.

Jean Carlo Silva dos Santos, Federal University of Rondônia

He holds a degree in Business Administration from the Federal University of Rondônia (UNIR -1994); specialization in Strategic Management of Services and Production (UNIR - 1997) and specialization in Production Engineering with emphasis on Quality and Productivity (UFSC - 2000). He holds a Master's degree in Public Administration from the Brazilian School of Public Administration and Business of the Getúlio Vargas Foundation - EBAPE-FGV (2007) and Doctor of Business Administration from UFRGS-EA (2013). He served as Secretary of Personnel Management, Administrative Secretary, Human Resources Department Director, Planning Coordinator and Coordinator of Administrative Modernization of the Rondônia State Court of Justice. Has experience in the areas of Public Administration, People Management, Organizational Development, Analysis and Evaluation of Public Policies, Judicial Administration, Strategic Management, Research Methodology and Qualitative Methods of Scientific Research. He was Adjunct Professor A and Pedagogical Coordinator of the Bachelor's Degree in Public Administration at a Distance from UNILAB - International Integration University of Afro-Brazilian Lusophony, linked to ICSA - Instituto de Ciências Sociais Aplicadas. He has been teaching for 19 years in undergraduate and postgraduate courses in the areas of Public Administration, Strategic Planning, Human Resources, Business Management and People Management, having taught at the Federal University of Rondônia (UNIR), Faculty of Administrative Sciences and of Technology of Rondônia (FATEC). São Lucas College (FSL), Union of Higher Schools of Rondônia (UNIRON), University Center São Lucas - UniSL, Faculty of Porto (FIP) and University of Grande Rio (UNIGRANRIO). She currently teaches in the graduate courses of the School of Magistracy of Rondônia - EMERON, develops studies in the areas of People Management and Gender Relations in Labor Organizations and Analysis and Evaluation of Public Policies. It has as research interest: the daily life of public and private organizations with respect to organizational modeling processes and their relationships with individuals; Knowledge Management, Leadership and Strategies for Organizational Change and Public Policies for Security and Defense in the Legal Amazon. Judicial Analyst of the Rondônia Court of Justice, in the Administrator specialty, currently performs his duties at the Center for Research and Academic Publication-CEPEP of the School of the Judiciary of Rondônia, linked to the Court of Justice of Rondônia.
